The MOBILE Health Care Act: Breaking Barriers for FQHCs

Before the enactment of the MOBILE Health Care Act, FQHCs faced certain constraints when it came to expanding their services. The Act, effective from January 1, 2024, has reshaped the landscape by providing newfound flexibility to FQHCs in proposing projects to enhance care delivery.

Historically, the Health Resources and Services Administration (HRSA) policy required FQHCs applying for New Access Point (NAP) grants to include both permanent brick-and-mortar sites and mobile health clinics in their proposals. This posed challenges as FQHCs were mandated to establish permanent sites even if their primary goal was to extend services through Mobile Health Units.

Under the MOBILE Health Care Act, FQHCs can now propose NAP projects solely for new mobile health units, new permanent sites, or a combination of both. This groundbreaking change eliminates the obligatory brick-and-mortar site requirement, allowing FQHCs to concentrate on expanding through Mobile Units, which can reach far and wide within communities.
